I went to post the official rules on profile photos, and I found them surprisingly difficult to find! But here is how it works according to my recollection.
When it comes to your main profile pic, you have two options:
1) A clear face pic with nothing obscuring any facial features such as glasses, hats, etc. Your body can be fully clothed in this kind of pic.
2) A faceless pic that shows your full bare torso, head-on or 2/3 view facing the camera (i.e. no back shots).
So that might be why your face pic with headgear was rejected. If you want a headless photo, then you at least need to show the front of your bare torso.

The torso pics make sense in a way. Which is why there are so many faceless pics. I did figure it out and u can always appeal the photo if u think the peer to peer reason is somehow not substantial or based on opinion instead of the rules. Some of our "peers" can be less unbiased than others.
Can I ask why my profile photo cannot be changed to another showing my face, even if it is with my headgear on, when so many others on this site have headless photos? I'd like to understand the process.
There is no rhyme or reason to the people making decisions on profile pics. I've had several run in's with them in the past on this exact issue. I had one pic that was my profile pic for at least a year, then I wanted to change it to another pic which was rejected so I went and added my original pic back to my profile, ( I had deleted it beforehand) they rejected the pic that I had already had approved before. I was so mad that I had to open a case to have it resolved. They finally agreed that it was ok and approved it. My guess is that they have too many people judging pics for profiles that they can't all agree.
