There are a few brands out there can do the job. Most are either sand fill or water field, Which cause problems in and of itself, as heavy punching can sometimes crack the seams.
Also, if your neighbor's are complaining about you hitting the walls, Hitting one of these standing bags will just transfer the power through the base, to the floor, and create even more noise. You may want to get a rubber mat to limit some of the vibration and rocking from your moderate punches.

Oh I have mats, but the walls in my apartment are so thin that my hitting them can be heard in the apartments above and below.
