I would strongly advise against applying any voltage across the chest. For safer electrical play with the nipples you can use bipolar clamps so the + is one jaw and the - is the other jaw on the same clamp, or put one electrode on a nipple and another somewhere else on the same side of the body, or do violet wand play.
(I doubt you'd notice 12 volts unless one of the clamps has punctured your skin, but I still wouldn't apply it across the chest.)
